I just swapped out the stock wheels and tires with a set of 16" steels with Hakka Rs in a 205/55R16 on a 128i. The snow tire package did not include the TPMs sensors and valves. Well I put the wheels and tires on the car and now it have TPMS, ABS, And DSC lights on all the time. The Cruise control doesn't work either. Has anyone else had this problem running without TPMS?

What happens if you swap back to the other wheels.
IMHO.....using a winter setup without ABS/DSC is worthless....

Did your original rims have sensors in them?
I don't know about X's but the regular e46 does not use sensors in the wheels.
***EDIT***
Scratch that, somehow I missed the 128i part and was thinking it was the car listed as "My Ride"

My e46xi is now gone but replaced by a 2009 R56 Cooper S with TPMS UGH! Some later e46 330xi with sport package came with TPMS standard.
Somewhat off-topic, but... my wheels don't have tire pressure sensors in them, but the tire pressure monitoring system still works. How does the car figure out the pressure, or at least that something is wrong?

The e46 system is pretty rudimentary and just monitors the difference in wheel rpm's. This is also why when you put air in your tires it's important to reset the system.

So this is crazy. I swapped back to the stock 17s with the sensors and all the lights are now off and the cruise contol works.
