I think that's just the original bumper that has been wrapped/painted in those parts.

Looks like the "splitter" portion of the bumper cover was just masked and painted. Somebody probably painted it because it was all scraped up - as so many of these cars are after they get some miles on them. I'd have to fix it if it were me. The front end is one of the things I love the most about the ZHP, and the black paint on the white bumper sort of hides the design of the bumper.

Man, I love Alpine White.
